The salary for this position is $90,084 - $132,123 (it is anticipated this position would be hired up to the approx. $116,000); supplemented by a competitive total compensation package. |
Position Summary |
Reporting to the Executive Director, Future Students and Community Engagement (Executive Director), the Associate Director, Community & Public Affairs (Associate Director) is a key member of the Division of Students and Community Engagement. The Associate Director is responsible for developing and implementing strategic direction and providing operational leadership for external communications, employee communications, and community engagement. The Associate Director is also the operational lead and staff supervisor for the North Island College Foundation ( NICF) and consultative lead and spokesperson as required for capital and community projects stemming from the College’s strategic plans. The Associate Director works closely with the Executive Director in support of the College’s advocacy and government relations activities. This is an exciting opportunity for an experienced and progressive communications and community relations expert committed to the advancement of post-secondary education. The ideal candidate will possess a master’s degree (in a discipline related to education, student affairs or management), complimented by a minimum of five years’ direct management experience (in a post-secondary Business, Communications, Marketing, Public Relations, publicsector, fundraising and community engagement). Duties & Responsibilities |
Strategy and Planning
- Working consultatively to define goals and priorities for the department and participating in the development of strategic work plans and budgets to guide the team responsible for the day-to-day management of community engagement, public affairs, the NICF and employee communications.
- Establishing and maintaining operational systems, procedures and processes related to community engagement, employee communications, the NICF and public affairs.
- Collaborating with the ED, NIC Leadership and other administrators to further college-wide goals and initiatives.
- Participates in the development of goals and objectives, sets priorities, and
- directs planning for the department.
- Creates annual work plans, including tools for tracking projects and measuring progress towards departmental goals.
- Defining key performance indicators and presenting reports to Leadership team.
- Responsible for administering the department’s policies, guidelines, standards, and strategies to guide all public relations and internal and external communications.
- Contributes to developing reporting mechanisms for the department to ensure that the ED and President receive timely updates regarding the outcomes of key initiatives and projects.
NIC Foundation
- Leads a team of staff and volunteers in the operation of the NICF and its awards program.
- Supports the ED of the NICF (usually the ED, Future Students and Community Engagement) in the recruitment, support and conduct of the NICF Board of Directors.
- Oversees NICF budget in coordination with NIC Financial Services and ensures fiscal prudence and regulatory compliance.
- Active in donor relations and the development of strategic goals for the NICF.
Public Affairs and Outreach
- Being a strong spokesperson for North Island College’s vision, mission and mandate to support students and their life-long learning success and communicate the vital importance of NIC to the many small communities it serves.
- Participates in the creation of a multi-year public affairs/outreach strategy, supported by annual operational plans and financial forecasts, to meet NIC’s departmental and college goals.
- Works with the Marketing and Future Students team to support implementation of the strategic advertising and promotions plan to increase awareness of NIC and support the student enrollment goals.
- Works with the Marketing and Future Students and Institutional Technology teams to support media buying and advertising through all channels, including digital and social media and the acquisition of needed technological resources to support the college’s mission and messaging.
- Under the direction of the ED, contributes to the development, implementation, and execution of NIC’s advocacy and government relations strategies for all levels of government (municipal, provincial, and federal and First Nations governments) as designed to raise awareness and build support for the college and its initiatives.
- Under the direction of the ED and NIC’s Executive Director of Indigenous Education, connects and collaborates with First Nations Governments and Indigenous communities to support the development of NIC protocols and facilitate information sharing.
- Supports NIC’s efforts to position the college’s programs and activities with positive, engaging, and consistent communications; ensures that the interests, concerns, and long-term objectives of the college are broadly understood.
Issues Management
- Monitors and reviews current and emerging external and NIC issues; recommend strategies or actions to minimize any negative impact to the college’s reputation and maximizes any positive communications.
- Provide advice to the management team with best practices and approaches to issues and programs for which they are responsible.
- Proactively prepare approaches for issues management of potential areas of concern that may impact the reputation of the college.
Media Relations
- Leads NIC’s regional, provincial, national and international media relations efforts.
- Acting as the college’s spokesperson, respond to media inquiries in a timely, accurate and strategic fashion that promotes the strengths and unique aspects of NIC. Leads a proactive media outreach effort to enhance NIC’s relationship with key media contacts, which includes conducting media briefings, tours, and seminars to educate the media on NIC’s program and activities.
- Oversees the preparation and distribution of media releases, media kits and fact sheets and other print or electronic materials as required and requested.
- Oversees the monitoring of publications and broadcasts to ensure accuracy; takes prompt corrective action when errors are detected in media reports.
Special Events
- Collaborates on the planning, coordination, and conduct of special events for anniversaries, awards ceremonies, dignitary visits, and other events, as required.
- Identifies speaking opportunities for college personnel. This involves the development and implementation of the overall strategy and specific plans including coordination of the writing of speeches and/or speaking points for senior officials; elaboration of guest lists and issuing invitations; selection of gifts and souvenir items; and the arrangement of protocol, security and publicity.
Writing, Editing and Publishing
- Leads and manages the development and implementation of the department’s editorial policy for all electronic and printed publications and works with the Marketing and Future Students team to coordinate the same across NIC’s website and social media channels.
- Leads a team of staff and professionals in providing a full range of writing, editing, design, and publishing services in support of NIC’s corporate communications, strategic plan, and other college priorities.
- Oversees the conception and design of NIC corporate materials in line with the college brand standards.
- Provides support to the Executive Director in the provision of speeches and presentations for NIC Leadership. In this light, leads the preparation of sensitive addresses or responses for the President or delegates.
Human Resources and Financial Management
- Directly managing the team members of the community engagement and public affairs department by developing work plans, establishing work objectives, guiding and advising staff on work processes and procedures as well as providing regular feedback and evaluation performance.
- Determines with the Executive Director optimal team composition, identifies needs and recommends staff training and/or changes; participate and/or leads in the recruitment and selection of department staff members.
- Coordinates orientation, training and development initiatives and activities for staff.
- Promotes and models the values of the College by promoting a learning and working environment where individuals are treated with dignity and respect.
- Taking a leadership role in maintaining effective union and management relationships and working with Human Resources and union representatives to resolve problems effectively.
- Ensuring that the College’s policies, procedures and provisions in collective agreements are observed and participating in the resolution of grievances as appropriate working in consultation with Human Resources.
- Manages a budget for public affairs and corporate communications activities. Arranges for and manages contracts for external related services; ensures that these services meet NIC’s requirements with regards to quality of products and delivery dates.

Required Education & Experience |
- A Master’s degree or equivalent in a relevant discipline.
- Exceptional and engaging leadership and management skills.
- Minimum 5 years of program/service management experience related to a broad combination of: Business; Communications; Marketing; Public Relations; Public-sector fundraising; and Community Engagement.
- Experience with or knowledge of significant and successful change and transition management in a post-secondary or related public sector environment.
